Foreigners must secure this before they exit the Philippines:

Many international visitors in the Philippines have had to postpone their flights to a later date because they overlooked the importance of obtaining the necessary Emigration Clearance Certificate (ECC) or Exit Clearance. We want to ensure that you do not encounter the same inconvenience. And if this requirement no longer applies to you, perhaps you can inform your friends about it.

The issuance of an Emigration Clearance Certificate (ECC) by the Bureau of Immigration (BI) holds significant importance for foreign nationals holding Immigrant and Non-Immigrant visas, as it serves as a vital document required prior to their departure from the Philippines.

There are also 2 types of it: ECC-A and ECC-B.

For foreign tourists, you will apply for the ECC-A.

WHO SHOULD APPLY FOR THIS?

This usually applies to the foreign nationals described in the following:

Holders of Temporary Visitor Visa or Tourist Visa (also referred to as tourist visa) who have stayed in the Philippines for six (6) months or more;

  1. Holders of expired or downgraded Immigrant or Non-Immigrant Visas;

  2. Holders of valid Immigrant or Non-Immigrant Visas but are leaving for good;

  3. Philippine-born foreign nationals who will depart from the Philippines for the first time;

  4. Holders of Temporary Visitor Visa with Orders to Leave;

WHAT DO YOU NEED?

Typically, you are required to gather the following documents and submit them together to the Bureau of Immigration (BI):

  1. Original Passport with a valid tourist visa that is valid until at least the flight date.

  2. Immigration ECC Form.

  3. A copy of the flight itinerary.

  4. Two 2x2 photos.

Additional documents may be necessary based on the BI's assessment.

Once you have collected all the required documents, you can visit the nearest BI Office to initiate the ECC processing. (please be informed that not all BI Offices accept ECC applications). The processing time may vary, taking anywhere from one day to a few days, depending on the specific office you are dealing with.
